GENESIS MISSION: The Manhattan Project for AI and the Bailout No One Sees Coming

The Genesis Mission isn't a moonshot, it's a bailout in disguise. As OpenAI stares down a $207 billion funding gap and Oracle drowns in $100 billion of AI-fueled debt, the federal government has engineered the perfect rescue: taxpayers become the customer of last resort for an industry that can't find commercial buyers. Wrapped in national security rhetoric and Manhattan Project nostalgia, this executive order does more than save failing tech giants, it builds a surveillance panopticon where every AI researcher operates under government monitoring, datasets get appropriated without consent, and the state immunizes itself from legal accountability

There exists a dangerous mythology in our modern society, the belief that only the government, with its concentrated power and commandeered resources, can achieve breakthrough innovation. This superstition manifests whenever society faces a crisis, spawning calls for a “Manhattan Project” for energy, climate change, cancer, or whatever challenge captures the political imagination.

The COVID-19 pandemic birthed Operation Warp Speed, the latest incarnation of this hubris. Yet both the Manhattan Project and Operation Warp Speed reveal not the triumph of central planning, but its profound costs, costs measured in squandered wealth, violated rights, and opportunities forever foreclosed.

The newly announced Genesis Mission, explicitly modeled after the Manhattan Project, is not an exception. It is the culmination of 80 years of the state perfecting the art of centralizing knowledge, capturing industry, and redistributing risk upward while socializing failure downward. It is also something more dangerous than its predecessors: a covert bailout mechanism for AI firms whose financials are collapsing under the weight of trillion-dollar compute requirements and unprofitable scaling fantasies.

AI’s Reckoning

The timing tells you everything. Earlier this month, CEO of OpenAI, Sam Altman, floated the idea of federal loan guarantees to spur the build out of chip factories in the US. Furthermore, OpenAI, Silicon Valley’s golden child, faces a $207 billion funding shortfall by 2030 according to HSBC projections

Despite explosive revenue growth, the company will remain unprofitable through decade’s end. Its compute commitments reach $1.4 trillion by 2033, with data center rental bills alone hitting $620 billion. Even under wildly optimistic scenarios, doubling paid subscriber conversion rates, capturing significant digital advertising share, achieving miraculous operational efficiencies; OpenAI still requires massive capital injections to survive.

This isn’t an outlier. Oracle’s debt recently surpassed $100 billion, partly to fund AI infrastructure. CoreWeave and similar companies that lease data centers have borrowed extensively to finance expansion built on unproven revenue models. If these revenues don’t appear, and current conversion rates suggest they won’t, lenders face catastrophic losses. Credit default swaps on Oracle’s debt have already spiked. A wave of AI-related defaults could spill into broader debt markets, creating systemic financial risk.

The economy’s dependence on AI has reached crisis levels. AI-related investment accounted for roughly half of GDP growth in early 2025. Four companies; Microsoft, Amazon, Alphabet, and Meta will spend $344 billion on AI capital expenditures this year, equivalent to 1.1% of GDP. Without this spending, economic growth would have been a dismal 0.8% in the first half of 2025 instead of 1.6%. Barclays estimates that a 20-30% stock market correction could slash GDP growth by 1 to 1.5 percentage points. If AI investment growth simply stopped, not even declined, just stopped growing, another 0.5 points disappears.

Enter the Bailout

David Sacks, Trump’s “White House A.I. & Crypto Czar,” initially promised “no federal bailout for AI.” That lasted 18 days. After the Wall Street Journal published its analysis of the economy’s dangerous AI dependence, Sacks reversed course: “We can’t afford to go backwards.”

The Genesis Mission provides the mechanism. By establishing federal AI infrastructure that private companies can access, the government creates a customer of last resort. Section 3(c) directs the Secretary of Energy to “identify Federal computing, storage, and networking resources available to support the Mission, including both DOE on-premises and cloud-based high-performance computing systems, and resources available through industry partners.”

Translation: taxpayers will purchase computing resources from private AI companies unable to find commercial buyers. The federal government absorbs excess capacity, providing revenue to firms facing catastrophic shortfalls. This is a bailout through procurement, less obvious than TARP but functionally identical.

The “approved private-sector partners” framework ensures politically-connected firms receive preferential access to federal dollars. The order’s “standardized partnership frameworks” and “cooperative research and development agreements” formalize the wealth transfer from taxpayers to failing AI giants. Those who overleveraged during the boom get rescued. Prudent competitors get squeezed out. Startups without political connections get nothing.

Sound familiar? It should. This is 2008 all over again, except instead of “too big to fail” banks, we have “too strategic to fail” AI companies. The justification shifts from financial stability to national competitiveness, but the mechanism remains identical: privatize profits, socialize losses, and use fiat money printing to hide the cost.

The Surveillance State Infrastructure

Governments bailouts aside, this EO paves the way for comprehensive government control over AI development and deployment. In other words,the Genesis Mission doesn’t just rescue failing companies, but it builds infrastructure for technological authoritarianism.

The order establishes an “American Science and Security Platform” monopolizing AI research infrastructure: federal supercomputers, cloud computing environments, AI models, datasets, experimental facilities, and research workflows. Access requires meeting “security requirements consistent with its national security and competitiveness mission, including applicable classification, supply chain security, and Federal cybersecurity standards.”

This is a panopticon under construction. Every researcher using the Platform operates under constant surveillance. Queries, methodologies, and results become subject to government review. “Highest standards of vetting and authorization” means extensive background checks, financial disclosure, and ongoing monitoring. Security clearances exclude foreign nationals, academics without clearances, and anyone valuing privacy. Controversial research gets suppressed. Dissent gets punished through access denial.

In a December 2024 interview with The Free Press, a16z co-founder Marc Andressen, recalled a meeting that he had with the then Biden Administration and described how they vowed to take “complete control” over AI technology. When Andressen countered that this would be impossible, citing that the math behind AI is taught everywhere, they responded, “During the Cold War, we classified entire areas of physics and took them out of the research community, entire branches of physics went dark and didn’t proceed. If we decide we need to, we’re going to do the same thing to the math underneath AI.” 

Given the current stagnation in the physics arena, thanks in large part to the “restricted data” doctrine, this did seem like a credible threat. Yes, today a different administration is in charge but this EO seems to paint a dire picture of the government wielding its power to direct AI development. What’s to stop a different administration in future to repurpose Genesis towards more militaristic priorities? After all, the Platform’s current “national security and competitiveness mission” ensures military priorities will dominate. 

The Department of Energy, historically responsible for nuclear weapons, will operate the Platform, guaranteeing that weapons development, surveillance technologies, and military applications receive priority. Researchers using the Platform may find their work conscripted for military purposes without their knowledge or consent. For example, a scientist developing AI for cancer diagnosis might discover her models repurposed for target identification

Furthermore the Platform’s data provisions enable unprecedented appropriation. The order mandates incorporating “datasets from federally funded research, other agencies, academic institutions, and approved private-sector partners.” No opt-out mechanism. No compensation for valuable datasets. No guarantee that sensitive research remains under researchers’ control.

If you’ve received federal funding for medical research, can the government seize your patient data for AI training? The order suggests yes. Universities conducting AI research face pressure to contribute data or risk losing federal support. The coercion is economic rather than explicit, but coercion nonetheless.

Section 5(c)(ii) directs establishing “clear policies for ownership, licensing, trade-secret protections, and commercialization of intellectual property developed under the Mission.” When researchers use government computing resources and federal datasets, who owns resulting AI models? The government will assert broad intellectual property claims, expropriation without compensation. 

The Immunity Clause

Here’s where it gets truly dystopian. Section 7(c) states: “This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.”

Read that carefully. The government explicitly insulates itself from legal accountability. Citizens harmed by the Mission have no recourse. Researchers whose data gets appropriated cannot sue for compensation. Universities coerced into participation cannot challenge the order in court. Companies whose intellectual property gets seized have no legal remedy.

Well I guess that doesn’t matter as long as America wins the AI race against China right? When the state wields vast power over private actors while immunizing itself from accountability, you don’t have rule of law, you have tyranny.

From Innovation to Extraction

The Genesis Mission marks the AI industry’s evolution from innovation to extraction. Early-stage industries thrive on entrepreneurial competition. Diverse approaches compete. Successful firms profit; failures exit. Creative destruction allocates resources toward sustainable uses.

But as industries mature, leading firms increasingly pursue profit through political means rather than market competition. They seek regulatory advantages, government subsidies, and barriers protecting them from challengers. The industry becomes extractive, using political power to transfer wealth rather than create value.

This extraction will intensify as bailouts become routine. Each time AI companies face shortfalls, they’ll demand federal assistance. Each time the government provides relief, dependency deepens. Eventually, the industry becomes indistinguishable from defense contractors, nominally private but functionally integrated into government, surviving through political connections rather than market performance.

The Path Forward

The Genesis Mission isn’t about innovation. It’s about consolidating control and protecting politically favoured firms from market consequences. It transforms AI from a competitive industry into a government-directed cartel, sacrificing dynamism for stability, creativity for control.

True innovation doesn’t require concentrated power. It requires freedom, freedom to experiment, freedom to fail, freedom from political interference. The greatest technological advances emerged not from government direction but from decentralized competition among independent actors pursuing their own visions. Bitcoin is an example of one such innovation.

History’s verdict on centrally planned innovation is unanimous. From Soviet genetics to America’s “War on Cancer,” political direction of science produces waste, corruption, and failure. The Genesis Mission won’t defy this pattern. It will perfect it, building an apparatus that survives not through results but through political necessity, extracting resources indefinitely while delivering promises perpetually deferred. Just like the Manhattan Project eventually led to a slump in nuclear technology advancement, the Genesis Mission is going to have the same effect on AI development.
